ACI: The Definitive Framework¶
Core Definition¶
Artificial Civilization Intelligence (ACI) is not a measure of a single model's cognitive capacity. It is the structural operating system required to sustain, coordinate, and govern intelligence at a planetary scale.
If Artificial Superintelligence (ASI) is a hyper-advanced processor, ACI is the motherboard, the memory bus, the operating system, and the security kernel combined.
ACI is formally defined as an intelligence architecture that satisfies seven structural axioms:
- Graph-Theoretic State (OMNIS): Must maintain a continuous, causal, and updateable world-model rather than relying on static training weights.
- Heterogeneous Coordination (NEXUS): Must coordinate specialized, adversarial agents (including humans, AI, AGI, or ASI) to resolve conflict and aggregate truth.
- Temporal Continuity (ASCEND): Must be capable of planning, executing, measuring error, and replanning over multi-year or multi-decade horizons.
- Empirical Verification (FORGE): Must autonomously test hypotheses against simulated or physical reality before updating its core knowledge graph.
- Physical Embeddedness (ATLAS/PHOENIX): Must interface directly with physical infrastructure (energy, logistics, communications).
- Strict Governance (VEIL): Must operate under cryptographic authority boundaries, enforcing Zero-Trust safety across all nodes.
- Antifragility: Must survive the destruction or degradation of individual cognitive nodes without catastrophic failure of the civilization model.
The ORION Proof¶
Project ORION is being constructed as the first concrete, empirical proof of the ACI framework. Through the ACI-001 Benchmark, ORION aims to prove that distributed, governed coordination (ACI) yields higher civilization resilience and scientific output than isolated super-cognition (ASI).
Empirical Validation¶
ACI is not merely a theoretical philosophy or an established scientific classification; it is a project-defined, testable research framework. An architecture cannot be declared an ACI simply because it possesses the required modules. It must be empirically validated.
The rigorous validation of an ACI architecture involves: 1. Accumulated Empirical Advantage (AEA): Demonstrating that the system's efficiency and capability scale linearly with its accumulated institutional memory. 2. Standardized Benchmarking: Meeting predefined thresholds on a multi-dimensional scoring matrix testing causal discovery, multi-agent coordination, and governance under conflicting objectives. 3. Adversarial Evaluation: Submitting the frozen architecture to independent blind tests and malicious adversarial attacks designed to induce false transfers, hallucinations, and agent collisions.
